The problem
What makes it hard
The façade faces a public street. An adversary can park a vehicle three to eight metres away and stay for weeks without arousing suspicion. The neighbouring flat shares a wall and probably an electrical riser. Dwell time is effectively unlimited and the risk of discovery is close to zero. That the adversary is a state actor with the resources to build a long-term installation is not an assumption — it is the starting point.
