The problem
What makes it hard
The interesting property here is not proximity but concentration. Every classified document that enters or leaves passes one and the same copier, one and the same scanner, one and the same desk. An adversary who obtains a single channel out of that function obtains the whole flow, not a sample. The registrar also sits close to the entrance almost every time, often with visitor reception in an adjoining room.
Appropriate level: TEMPEST Level A / RÖS U1 on the copier and the client even where the office is otherwise Level B.
The sealing regime is an organisational matter, not a product property. The copier ships with three sealing levels — user, administrator, engineer — and a tool for removing seals. That presupposes somebody has decided who is who, where the tool is kept, and how a broken seal is recorded. Without that routine the sealing is decoration.
