How it works

The same room is used at two levels on different days, with a documented physical changeover in between.

The changeover cannot be a setting

It is a list of things that are disconnected, removed, sealed and verified — by a person, with a record. A control system that claims to have done it is a control system that can be wrong, and nobody would find out.

What has to be physical

Anything whose state cannot be seen from the room. Cables that come out, devices that are removed, seals that are broken and replaced with a record of who did it and when.

The time it takes is a design parameter

A changeover that takes an hour is a changeover that gets skipped when the next meeting is in twenty minutes. Measure it, state it, and design it down.
