How it works

Threshold one: the environment assessment

The level follows the environment, not the classification of the information. Getting the assessment wrong sets every subsequent requirement wrong, and it is the cheapest thing on this list to redo and the most expensive to discover late.

Threshold two: the installation approval

Delivery is not acceptance. The installation is approved, not the equipment, and the payment plan should follow that. An installation that turns out to need a filter, a re-route or a different containment after acceptance is the single most common cost overrun in this field.
